In 1994, at Rio, the first global conference on the environment was held. The Earth Charter was not adopted.

The Lord Thomas Bingham of Cornhill, talks about the great need for International Law.
Law to help: Prevent conflict between nation states
To mitigate against climate change
To regulate world trade
To conserve resources
To regulate world financial markets
To protect human rights.
He says that in the past politicians have felt free, as sovereign states, to knowingly ignore International Law.
Acceptance of a measure of constraint is the price of an ordered society.
The Stern Report (2006) claimed that we needed to invest 2% of GDP annually, in reducing global emissions.
The population collapse on Easter Island is evidence of where our present effort to grow the world economy finally leads.
